Joseph M. Cloutier, President
Mr. Cloutier is the founder, President and majority stockholder of Realty Resources, Chartered, as well as Pen Bay Builders, Inc. and Realty Resources Hospitality. He is also a practicing attorney with his own firm, Joseph M. Cloutier Associates, in Rockport, Maine. He has directed his attention to the development and construction of real estate projects, with an emphasis on affordable housing, and is devoted to providing such a product especially in today's ever changing housing market. He is past chairman of the Development Committee of the National Council of Rural Housing and Development. BA, University of Maine, 1969. JD, Boston College Law School, 1973.
Ryan Leavitt, Senior Development Officer
Thomas H. Williams, Construction Manager
While still attending Northern Maine Community College, Tom began his 35-year construction career as an apprentice carpenter from 1969 to 1972. After graduation in 1972, he advanced from general carpenter to master carpenter to owner/operator of his own contracting company from 1985 to 1993. Prior to joining the firm as Construction Superintendent in November 1999, Tom's experience included employment as supervisor, quality control and safety specialist with advanced OSHA training, and management of all facets of building including production
planning, project design, and cost control. Past projects include single and multi-family residences, military installations, and a variety of commercial enterprises.
Suzanne Roy, CPA, Senior Development Financial Planner
Prior to joining the firm, Suzanne was the Low-Income Housing Tax Credit Administrator at the Maine State Housing Authority. Along with administering the low-income housing tax credit program, she served as Loan Officer/Project Manager on several multi-family projects, including historic rehabs and assisted living. At Realty Resources, Suzanne is responsible for financial analysis of all projects, including coordination of financing with various funders, and compliance with all applicable requirements of development and funding partners.
Terry Turner, CCIM, Real Estate Development Manager
Terry has over twenty years experience in real estate development and redevelopment of residential and commercial projects. Terry was the real estate development manager for Energy East's Maine companies: Central Maine Power Co. and Union Water-Power Co. He has experience repositioning (renovation) of existing under-performing properties and build to suit projects for commercial customers. This experience includes the previous completion of successful projects for the Bureau of General Services. Terry also has experience in development of “brownfield” sites.

Linda L. Cloutier, Owner
Linda established Realty Resource Management with her husband, Joseph M. Cloutier in 1976 with the vision of providing professionally managed, quality affordable housing. Ms. Cloutier has maintained the position of Property Manager for several elderly and multi-family complexes over the years. She currently handles the day-to-day responsibilities for a portfolio of 100+ units; including screening prospective tenants, re-certifications, compiling budgets and maintaining adherence to budget and property inspections.
Rosemary Moeykens, Chief Executive Officer
Before joining Realty Resources, Rosemary worked for the Maine State Housing Authority for over 22 years as the Director of Management and Manager of Housing Preservation. She has had extensive experience in asset management, troubled property workouts, and restructuring and refinancing multifamily loans. She oversees the day-to-day operations of Realty Resources Management, which manages a portfolio of over 1500 units of affordable housing. She reports to owners, regulators and syndicators of that housing. Other duties include assisting Realty Resources Chartered's development team in areas such as market studies and resident services programs.

Chris had 14 years of private real estate management knowledge and experience as owner of his own real estate sales company. At Realty Resources his portfolio is concentrated in Coastal Maine and includes HUD, RD, MSHA, and LIHTC properties. Chris has his COS designation and holds a C4P designation and certification as a tax credit professional.

Cindy joined Realty Resources with a background in site management for several other management companies. Her portfolio included HUD Sec. 8, Rural Development, and LIHTC projects. She is also a licensed Real Estate Broker. At Realty Resources her projects include a mix of Rural Development and LIHTC projects from Newport to Millinocket. She also oversees our Bangor office.

Heidi Gilbert, Property Manager
Heidi has worked with both affordable and market-rate housing management in Maine and throughout the country. She has held the Certified Apartment Manager designation through the National Apartment Association since 1995. Heidi also holds the Affordable Housing Manager (AHM), and Certified Occupancy Specialist (COS) designations for HUD and Rural Development programs. She has extensive training in the LIHTC program, having completed the C3P and AC&C2 - Beyond the Basics LIHTC training. She is based at a satellite office in Lisbon, at the Farwell Mill Apartments. She currently has HUD, LIHTC and RD sites in her portfolio.

Our most recent hire, Neil developed and owned his own real estate management company for six years in Lewiston, growing the company from 35 to 550 units in Southern Maine. Prior to that he was Director of World Wide Operations for Idexx Laboratories in Westbrook, Maine. He also holds a BBA in Accounting.

Before joining Realty Resources, Sharlene was Property Director for the Rockingham Area Community Land Trust in Springfield. She was responsible for the management of six LIHTC projects and seventeen smaller projects for the Land Trust. She has been involved in grant writing and in developing service-enriched housing programs, and is President of the Vermont Housing Managers Association. Currently, she is the property manager for Realty Resources Management's elderly and multifamily complexes in New Hampshire, Vermont, and Massachusetts.

She also teaches training and development courses at Southern New Hampshire University in Brunswick, Maine.
